Were the rules for Jazz in the Park changed to discourage minorities for attending? Or were they actually trying to control alcohol consumption?

"Over the last few years the event has been spilling into the streets and becoming a bit of a challenge for the neighborhood businesses and residents. The once intimate music series that began in 1991 did not attract a large enough audience to require the monitoring of alcohol consumption. Today, the event has grown to such popularity that it is necessary for us to implement regulations in regards to the consumption of alcoholic beverages for the health and safety of patrons, area residents and businesses."
